China Rejects US Claims of AI Model Theft by Chinese Firms

China has strongly rejected allegations from the United States that Chinese artificial intelligence companies have been involved in the “industrial-scale” theft or unauthorized extraction of capabilities from American AI models.

The dispute escalated after the U.S. National Security Agency (NSA), Federal Bureau of Investigation (FBI) and Cybersecurity and Infrastructure Security Agency (CISA) issued a joint cybersecurity advisory accusing several China-based AI companies of conducting large-scale “knowledge distillation” campaigns against U.S. frontier AI models.

The U.S. agencies named six Chinese companies — DeepSeek, Alibaba, Moonshot AI, MiniMax, StepFun and Z.AI — and alleged that they had extracted billions of tokens through millions of interactions with American AI systems since at least late 2024. The targeted models reportedly included systems developed by companies such as Anthropic, OpenAI, Google and xAI.

Knowledge distillation is a legitimate technique in artificial intelligence research in which the outputs of a more powerful model are used to help train or improve another model. However, U.S. officials allege that the Chinese companies used the technique on a much larger scale and in ways designed to obtain restricted capabilities while reducing the cost and time required to develop advanced AI systems independently.

China’s Commerce Ministry rejected the allegations, describing them as unfounded and accusing Washington of attempting to restrict competition and maintain a monopoly over the global AI industry.

Chinese officials have also defended the country’s AI development efforts, arguing that technological progress should be based on fair competition and international cooperation rather than restrictions aimed at specific countries or companies.

The latest dispute comes as tensions between Washington and Beijing over artificial intelligence, technology and national security continue to grow. The two countries are also preparing for discussions on AI safety, making the allegations particularly significant for the future of U.S.-China technology relations.

The U.S. allegations remain disputed, with China firmly denying that its AI companies engaged in the conduct described by American officials.
